Perhaps that is one of the reasons he was called Cyrus the Great. Other more recent empires used the techniques of accomidation to manage a diverse cultural, and linguistic example, the more recent Austro-Hungarian Empire. As being one of the Central Powers defeated after WW I. It was disassembled by the victors. They decided the how a new patchwork of nations should emerge. In Central Europe. One result was the creation of Yugoslavia and Czechoslovakia, Transylvania was taken from Hungary and given to Romania. Many of those entities no longer exist and have restructured themselves by plebiscite into new national structures. Israel established and codified by God, as defined in the Bible is still struggling to define it's place in the world today.
