It seems reasonable to me that as the state is mandating most of the fiscal requirements that are being paid by property taxes, that they should also be funding those processes.

We all pay state income tax but many don’t own property and don’t pay property taxes. Share the cost of services with everyone who enjoys those services.

If you pay rent for your living quarters, you pay property taxes indirectly. You might not know how much of your rent goes to taxes, but your landlord knows. Those property taxes are part of the cost of doing business. The higher the taxes, the higher that the rent must be to cover the taxes. There is no free lunch.

I am happy to live in Elmore County and not Ada or Canyon. Nevertheless, we still have a leach like Western Elmore County Recreation District and their indoor swimming pool to nowhere.

The State also imposes mandates on individuals, mandates that contribute to the cost of living and the cost of new construction. One example is that the State models/bases its own Building Code after the EU's International Building Code. Many provisions in that document are good and reasonable; others are just "nice-to-have" that cost money for marginal, if any benefit.
