Brian, wasn’t a bill passed that stated rules are not law. I believe it had to do with Covid nonsense and folks being arrested for a rule. I think it was last year or the year before.
I'm not sure exactly what you're referring to. Administrative rules generally have the force of law, but they must be approved by concurrent resolutions to go into effect. They used to only have to get approval from either the House or the Senate, but not both.
